Over the Rainbow’s framework is represented by the evolving relationship between the child and family capacity over time. Although the child is considered an integral part of the model, the focus of OTR is on building a families capacity, essentially strengthening the foundation and “painting” a greater base of support for the child.
Families are therefore engaged proactively in accomplishing self-determined goals through participation in the entire process and ultimately in the development of personal capacities, strengths, and abilities. The development of skills will also lead to generalization of resources to address a range of presenting challenges in the future.

A positive environment allows the child to do the things that are necessary for learning, developing, playing, building, creating, exploring, inquiring and participating in family life and the community.
